T1 - The effectiveness of vertical transportation (Emergency stairs and ramp) as a means of egress for safety of the intensive care unit patients in the emergency condition

N2 - Construction of multi-storey building is an alternative answer to the limitations of the existing land. It is including the health facilities building of RSUD Dr.Saiful Anwar Malang. This has given a matter of emergency response due to the emergencies condition. Hospital evacuation is relatively difficult and slow, since the building is dominated by patients with health problems, and loss of consciousness that need help from the health officer, due to evacuation in an emergency condition. This research was an experimental study conducted in January-March, 2017, toward 48 out of 217 health officers who work in the Integrated Intensive Building. The purpose of this research was to compare the evacuation method of intensive care patients, through vertical transportation emergency stairs and through ramp due to emergencies. The results of the analysis indicated that the evacuation of intensive care patients is more effective to do by using ramp compared to emergency stairs. The precondition for unsafe acts is not related to the duration of the evacuation. This happened since evacuation is a sudden condition and unplanned or unpredictable. The officers of evacuation group was obtained randomly. In that condition, the main priority is to evacuate patients as soon as possible to the meeting point. Unsafe acts (violations of SOP) is closely related to the duration of evacuation through an emergency stairs, whereas, it has no relationship with evacuation done through ramp. In the other hand, unsafe supervision and organizational influences has significant correlation on the success of emergency response program as the main program of patient evacuation. To conclude the above result, the evacuation of intensive care patients by using the vertical transportation of ramp is more effective compared to emergency staircase, due to emergencies condition. To improve the skills of officers during the evacuation condition, it is necessary to give the officer a training of evacuation simulations regularly. Restructuring the organization of K3RSSA is important to be done in accordance with the recommendation of the Minister of Health Regulation No. 66, 2016 to optimize the function of planning and supervision of the program.
