Intan I. Soeparna is a senior lecturer at the Faculty of Law, Universitas Airlangga, Surabaya, Indonesia, where she teaches and supervises undergraduate, postgraduate and doctoral research in international law, international trade law, ASEAN law, international dispute settlement, cyber law, EU law, nuclear law, and the SDGs and law.  She holds a PhD in Law from Vrije Universiteit Brussel and Ghent University, Belgium (2014), a Master of Humanities from Universitas Gadjah Mada, Indonesia (2002), and an LLB from Universitas Padjadjaran, Indonesia (1999). Her doctoral thesis, focused on international trade law, is titled "The Implications on the WTO Retaliation to Private Economic Actors: To What Extent State Liability is Accomplished?"

Dr. Soeparna's research and publications explore the development of international trade law within the WTO and ASEAN frameworks, the development of ICT law, and Trade and Sustainable Development (SDGs and Law).  In addition to her teaching responsibilities in Indonesia, she has held visiting teaching positions at the Brussels Institute for Contemporary China Studies (BICSS), Belgium (2010); the Royal University of Law and Economics, Phnom Penh, Cambodia (2016); Lucian Blaga University, Sibiu, Romania (2017); and Universiti Teknologi Mara, Malaysia (2019).  As a member of the International Law Association (Belgian Branch), she participated in ILA Luncheon Meetings with the EU Trade Subcommittee of the ILA and EU DG Trade (2010–2012). She also served as an advisor to the Indonesian Employers' Association (APINDO) for the International Trade Forum in 2016.

Currently, Dr. Soeparna serves as the  Head of the Centre for Research Development, Community Service, and International Publication, responsible for managing and coordinating these activities, including organizing international conferences at the Faculty of Law.  She is also Director of the Research Centre for Management and Regulation of Nuclear Technology, where she conducts research and works on the implementation of nuclear law in Indonesia. Furthermore, she is currently also the Director of the Research Center on Law and SDGs at the Faculty of Law, Universitas Airlangga. Beyond her roles in Indonesia, she is a research fellow at the Centre of Private Law and Economics, Faculty of Law and Criminology, Vrije Universiteit Brussel.  She is the academic coordinator and chair of the EU Jean Monnet Module on EU Trade Policy and Sustainable Development at Universitas Airlangga (2023–2026).  Finally, she is the partner promotor of the VLIR-UOS Short Initiatives Project on "Empowering Women Farmers to Actualize Rights to Seed for a Sustainable and Resilient Food System in East Java, Indonesia" (2023–2025), a collaborative project with the Faculty of Law and Criminology, Vrije Universiteit Brussel.
