Personal profile

Indria Wahyuni, S.H., LL.M., Ph.D. began her academic journey in law at Universitas Airlangga, earning her Bachelor’s degree in Jurisprudence in 2004. She later pursued her Master of Laws at the University of New South Wales, Australia, graduating in 2010 with a concentration on the intersection of law and social justice. Her master’s research focused on Indonesia’s national mining law and its role in upholding the rights of local communities. She introduced the concept of "native title" as a novel approach for safeguarding community rights in mining activities, arguing for its adaptability within Indonesia’s legal framework. This innovative research was presented and published in the proceedings of the International Conference “Toward Economic Community (AEC): Prospects, Challenges and Paradoxes in Development, Governance, and Human Security” (ICIRD, 2012) in Thailand. Indria’s academic achievements were supported by the Australian Leadership Award, a prestigious scholarship granted by the Australian Government.

Her dedication to the fields of mining and natural resources law continued with her doctoral studies at the University of Birmingham, United Kingdom, where she specialised in natural resources management, with a particular focus on geothermal law (2016-2022). Her research examined two critical aspects: the established legal framework governing oil and the challenges of managing geothermal energy as a renewable resource. By analysing geothermal law, she highlighted the obstacles facing Indonesia's energy transition and proposed strategies to optimise the utilisation of renewable energy resources. This research was recently featured in the reference book “Indonesia’s Geothermal Policy and Regulation: Optimising Geothermal Utilisation.” Following the completion of her PhD, Indria was appointed Head of the Study Centre for New and Renewable Energy Law and Policy, which has since evolved into a research group under her directorship.

In her academic career, Indria has been a prolific writer, contributing extensively to scholarly discourse. Her publications include “Strengthening Blue Carbon Ecosystem Governance in Indonesia: Opportunities for National Determined Contributions” (2024), “The Road to Net Zero Emission in Indonesia: Legal Loopholes in the National Carbon Tax Scheme” (2023), “In the Question of Geospatial Information Data Use in Forestry Legislation Making in Indonesia” (2023), “The Legal Challenges to Regulate New Energy in Indonesia: A Context of Green Legislation vs State Control” (2023), and “Perspektif Keadilan Dalam Kebijakan Perdagangan Karbon (Carbon Trading) di Indonesia Sebagai Upaya Mengatasi Perubahan Iklim” (2023).

Beyond her academic contributions, Indria is deeply engaged in public service activities, applying her expertise in energy law, sustainability, energy transition, climate change law and policy, and environmental law. In 2023, she provided counsel to support the development of sustainable tourism in Dongko Village, Trenggalek, strengthening local enterprises as part of the initiative. She also participated in community service projects under the VLIR collaboration between Universitas Airlangga and Vrije Universiteit Brussel, focusing on regions namely Sidoarjo, Dampit, Blitar, and Tuban in 2024. Indria’s international involvement includes her role as a visiting lecturer at Gdańsk University in 2023, where she continues to serve as a faculty member specialising in International Climate Law.
